We have an approved MPI transitional facility to meet the import health standards for sea containers from all countries. Our experienced staff are qualified to carry out this exercise onsite.

Process Guide

Customs Clearance Process — New Zealand

A step-by-step walkthrough of how we clear your shipment through NZ Customs and MPI — following the current Customs and Excise Act 2018, Biosecurity Act 1993 and the Trade Single Window system.

  1. 01

    Pre-Arrival Notice

    The overseas shipper's forwarder issues transport documents (Bill of Lading / Air Waybill). The NZ importer or their broker receives the arrival notice with vessel/flight ETA, container/HAWB numbers and manifest details.

  2. 02

    Documentation Gathered

    Commercial Invoice, Packing List, transport document (B/L or AWB), Certificate of Origin (for tariff preference under FTAs), and any permits (MPI, MedSafe, EPA) are collected and checked for accuracy.

  3. 03

    Import Declaration Lodged

    The licensed customs broker prepares an Import Entry and submits it electronically via NZ Customs' Trade Single Window (JBMS). HS classification, values in NZD, and duty/GST liability are all declared.

  4. 04

    MPI Biosecurity Clearance

    The Ministry for Primary Industries reviews the shipment against Import Health Standards. Sea containers, wooden packaging (ISPM 15), and organic material may be directed to a transitional facility for inspection or treatment.

  5. 05

    Duty & GST Assessed and Paid

    NZ Customs calculates any applicable duty (per the Working Tariff) plus 15% GST on the CIF value, plus the Import Entry Transaction Fee. Payment is made from the broker's deferred account or by direct pay.

  6. 06

    Customs Delivery Order Issued

    Once Customs and MPI clearance are complete, a Customs Delivery Order is released. The container or airfreight consignment is now eligible for collection from the port, CFS, or airline shed.

  7. 07

    Devanning & Local Delivery

    At an approved MPI Transitional Facility (or the port CFS), the container is unpacked, inspected, and cargo is prepared for delivery. Our cartage team then delivers to the consignee's premises.

  8. 08

    Delivered & Records Retained

    Delivery is confirmed with signed POD. All import records are retained for 7 years as required by NZ Customs (Section 95 of the Customs and Excise Act 2018).
